A comparison of estimates during the time period from 1996 through 2010 shows that the percentage of the population under 65 uninsured at some point during the year fluctuated during the period and was 1.7 percentage points lower in 2010 than 1996 (26.0 percent versus 27.7 percent). However, the percentage of nonelderly individuals uninsured for the full year was 1.5 percentage points higher in 2010 than 1996 (15.0 percent versus 13.5 percent). |
