A major long-term problem for household surveys is their rising costs. An important contributing factor to increased costs is the greater level of effort needed to combat declining response rates. A responsive design is one way of addressing the issue. For the Medical Expenditure Panel Survey (MEPS), a responsive design strategy of subsampling interim nonrespodents is one option for potentially increasing the general response rate while reducing the overall level of effort and costs of data collection. This report describes and evaluates a pilot study implementing that strategy on a limited scale for the MEPS 2011 data collection. |
