   During the first half of 2010, 18.4 percent of the U.S. civilian noninstitutionalized population (55.8 million people) was uninsured. While nearly all persons age 65 and over in the U.S. have health insurance coverage through the Medicare program, 21.0 percent of persons under age 65 (55.5 million people) were uninsured during the first half of 2010.
